Fed Decision Tonight: Which ETFs Could Benefit From a Rate Pause?

The Federal Reserve's next interest-rate decision is approaching, and investors are watching closely for clues about where monetary policy goes from here. While markets largely expect the Fed to keep rates unchanged, the bigger question is whether policymakers will signal that further tightening remains on the table.

For ETF investors, the outcome could have different implications for growth stocks, long-term Treasury bonds and small-cap companies. Here are three ETFs to watch as the Fed prepares to announce its decision.

Why the Fed's Decision Matters

At its September meeting, the Federal Open Market Committee (FOMC) raised the federal funds target range by 25 basis points to 3.75%–4.00%, citing elevated inflation. The Fed's October meeting concludes on October 28, with the decision scheduled for 2:00 p.m. Eastern Time.

Markets largely expect rates to remain unchanged. However, persistent inflation complicates the outlook. US consumer prices rose 3.7% year over year in September, up from 3.4% in August, while core CPI inflation reached 2.6%. These figures suggest that price pressures remain above the Fed's 2% inflation target.

Meanwhile, the US 10-year Treasury yield recently climbed above 5%, highlighting concerns about inflation and the future path of interest rates.

A rate pause would not necessarily signal that rate cuts are imminent. Investors will also be listening for clues about inflation, economic growth and the possibility of another rate increase in December。

1.QQQ: Growth Stocks and Future Rate Expectations

ETF: $Invesco QQQ(QQQ)$

QQQ tracks the Nasdaq-100 Index, which includes many of the largest non-financial companies listed on the Nasdaq Stock Market. Its substantial exposure to technology and growth-oriented businesses makes it a useful ETF to watch when interest-rate expectations shift.

As of September 30, technology accounted for approximately 68.01% of QQQ's portfolio, according to Invesco.

Why a pause could matter: Growth stocks derive a significant portion of their valuations from expected future earnings. When investors anticipate lower interest rates, the present value of those future cash flows may increase, potentially supporting valuations.

However, a pause alone may not be enough. If the Fed signals that borrowing costs will remain elevated for longer, growth stocks could face renewed valuation pressure.

What to watch: The Fed's comments on future rate moves, alongside the performance of major technology stocks and changes in Treasury yields.

2.TLT: Long-Term Treasury Bonds and Yield Movements

ETF: $iShares 20+ Year Treasury Bond ETF(TLT)$

TLT provides exposure to long-maturity US Treasury bonds. Unlike stock ETFs, its performance is closely linked to changes in bond prices and long-term Treasury yields.

Why a pause could matter: If the Fed signals that inflation is cooling and future rates may eventually decline, long-term Treasury yields could fall, potentially lifting TLT's price.

As of October 19, TLT had an effective duration of approximately 14.79 years. This indicates substantial sensitivity to interest-rate movements: all else equal, a 1-percentage-point decline in relevant bond yields would imply a price increase of roughly 14.8% before accounting for convexity and other factors.

But the opposite is also possible. If inflation remains stubborn and investors anticipate further tightening, long-term yields could rise even if the Fed holds its policy rate steady.

What to watch: The 10-year and 30-year Treasury yields, inflation expectations and the Fed's guidance on future policy.

3.IWM: Small-Cap Stocks and Financing Costs

ETF: $iShares Russell 2000 ETF(IWM)$

IWM tracks the Russell 2000 Index, offering broad exposure to smaller US companies. Compared with large multinational businesses, some small-cap companies are more sensitive to borrowing costs, domestic demand and credit conditions.

Why a pause could matter: If a rate hold reduces concerns about additional tightening and supports expectations of more accommodative financial conditions, small-cap stocks could benefit from improved investor sentiment and potentially lower financing costs.

However, small-cap performance also depends on earnings growth, access to credit and the strength of the US economy. If the Fed maintains a hawkish stance because inflation remains elevated, smaller companies could continue to face pressure.

What to watch: The outlook for future borrowing costs, credit conditions and economic growth, alongside the performance of US small-cap stocks.

What Should Investors Watch After the Announcement?

The market's reaction may depend less on whether rates remain unchanged and more on how the decision compares with investor expectations.

Three scenarios are worth considering:

  • A dovish pause: If the Fed signals that inflation risks are easing and leaves room for future cuts, growth stocks and long-term bonds could receive support.

  • A neutral pause: If the decision matches expectations without providing new guidance, the market reaction could be relatively muted as investors await further economic data.

  • A hawkish pause: If policymakers emphasize persistent inflation or the possibility of another hike, Treasury yields could rise, putting pressure on rate-sensitive stocks and bonds.

These are possible outcomes rather than predictions. A change in the federal funds rate does not translate directly into an equivalent move in long-term Treasury yields or ETF prices.

The Bottom Line

QQQ, TLT and IWM offer three different ways to examine the potential market implications of the Fed's next move: growth-stock valuations, long-term bond yields and small-cap financing conditions.

A rate pause could provide support to some of these assets, but it would not guarantee gains. With inflation still above the Fed's target, investors should pay close attention to policymakers' guidance and the market's response rather than focusing exclusively on the headline decision.

I’d pick long-term Treasuries as the most sensitive to a genuinely dovish shift, but the 10-year yield matters more to me than the headline Fed decision.

If the Fed pauses and yields fall meaningfully, TLT should get the clearest direct benefit, while QQQ would also gain from lower discount rates. IWM could outperform if falling rates are accompanied by resilient growth and easier credit, rather than recession fears.

What would change my view? If the Fed pauses but the 10-year yield stays above 5% or climbs further, I would not interpret the pause as meaningfully dovish. For QQQ, I also want earnings and free cash flow to justify valuations rather than relying on multiple expansion. For IWM, improving credit conditions and earnings would matter more than the rate decision alone.

So my order would be: TLT for a dovish rates trade, QQQ for earnings-backed growth, and IWM only when lower financing costs come with a healthy economy.
