伊朗外交部长阿拉格齐当地时间8日表示，伊朗目前正在与阿曼就霍尔木兹海峡的法律机制、管理方式以及确定海峡船舶通行路线进行谈判，双方已经非常接近达成协议。但是，霍尔木兹海峡能否重新开放还取决于其他条件，包括美国对其违反美伊谅解备忘录的行为作出弥补。
阿拉格齐说，过去霍尔木兹海峡存在一套分道通航制，但伊朗认为，原有路线已经不再适合作为船舶通行路线，伊方无法接受继续使用该路线。因此，有必要规划一套新的通航机制，不过这涉及复杂的技术和法律问题。目前双方正在讨论的是一条临时通航路线。在新的正式通航路线最终确定之前，将首先设立一条临时航道，并以此作为未来正式路线的基础。
在这一问题上，伊朗和阿曼两国的军事部门已根据现有海图展开磋商。待相关谈判完成并形成最终结论后，新的通航路线将得到确定。（总台记者 魏然）
